This report describes the value-added model used as part of the state of Oklahoma's Pilot Teacher and Leader Evaluation System. The model estimates measures of teacher and school effectiveness based on instruction provided during the 2012–2013 school year. The report provides an overview of value-added methods in technical and nontechnical terms and discusses the model's limitations.
